transit van m reg headlights?

my headlights on my transit are not beaming on the road and are very dull, i,ve put in new bulbs and have to have the high beam on to see the road.

Ford Ford Transit Vehicles, Vans Transit M Reg

You'll probably find the reflectors have become dull, the only real fix is new headlights. You might want to check they are correctly adjusted first though.
