A normal recovery restore the programm files, and possibly user SETTINGS, to a previous state. It never touch any user files. Also, unless you just installed new drivers for new hardware, it should have left all drivers intact, or reverted them to a previous version.

If you, instead, did a factory restore, then your drive got reformated. It's likely that many of the lost photos where overwriten and are lost for ever. Normal use will tend to overwrite your lost files. Installing any file recovery tool will destroy sitll more files. Also, every time you boot and shut down, you risk overwriting still more files.
Overwriten files are no longer recoverable without the use of advanced and extremely costly softwares and dedicated hardware that only trained technicians can use. This explain the high cost asked by recovery labs.
In this case, you MUST STOP using that computer.
Remove the drive from the computer and install it as a secondary drive in another computer that already have some file recovery tool installed.
Now, you can TRY a recovery of your lost files. Some are LOST for ever.
Save any recovered files on ANOTHER drive. An external drive is perfect for that task.
Put the drive back in your computer.
Next, you need to find and install any missing drivers, like that of the web cam and others. The best place is from samsung.com, in the support section.
