One Gas control knob will not turn?

I have a New World four burner gas hob. One of the four gas control knobs will not turn. It appears to be lower than the other three. I have tried to remove the Hob Plate (take off the four knobs and remove the two screws) but can only lift one side about an inch. Any ideas, please
