Some circuits on motor vehicles are not energised until the ignition switch is operated - the ignition switch turns on relays and these deliver the power.

If the relay that sends power to your lights, wipers and dash gauges has failed then your lights, wipers and dash gauges will not work.

This answer is pure guesswork - I have no connection with the motor trade. Others on here may know better. I'm sure some do.
