they don't remain stationary they move down as they wear out,remove the motor after you have unplugged the machine and clean all traces of carbon dust from the ring gear,and check the com for any damage,if all ok fit new brushes and megger the motor to make sure you have cleaned all the carbon dust from it

On the motor - carbon brushes - they wear away like lead in a pencil - they remain stationary and deliver electrical power to the rotating part of the motor.
