Mend YSE 12 Transmission Gear Clutch

On start up the transmission runs in reverse? YSE 12?

Transmission runs in reverse even though the selector handle is in neutral. When shifted into forward works fine. When shifting into reverse it responds but slowly. Is there a way to adjust the clutch to stop the shaft when in neutral or is there a problem with the clutch plate or reverse gear?
