Just looked at a this device for the first time to fix niece's ghd.
Found that the thermal fuse was ok but that one of the two heaters were open circuit. Easy to check if you have an ohm-meter. Resistance of one is 160 ohms. As they are in parallel they will measure 80 ohms. 160 ohms means one of them is open circuit.
Cause found to be that the connecting wires had fractured from the heater - both came out when given the lightest tug.
Suspect they cannot be soldered back on. Will find some way to crimp them back on.
Interestingly the heaters are marked as 220v. This means they are being overrun -likely cause of failure. if so = cr*p product..
