Plastic bag on fisher and paykel washing machine?

My fisher and paykel washing machine wouldn't spin. I found a small plastic bag around the fan (?) spindle under the machine. I remember someone else had this too. Is there supposed to be a bag connected to anything under the machine.

No there is no bag. It must of found it's way under there. The fan is part of the drain pump. If pump stops then no drain. No drain then no spin until bowl is empty.
