how can I fix my outside faucet?

I have a pipe sticking out of the basement with a faucet for water, the pipe has a narrower end & the faucet also has a pipe which pushes onto the pipe coming out of the basement. they have come undone & I'm not sure if I should weld them or use some kind of putty to stick them back together
