Toilet flushing?

Why does my toilet have no trouble flushing solids but takes two maybe three flushes to get rid of the toilet paper. This works whether or not there are solids at the same time! I put the new toilet and 8 ltr cistern in over a year ago, made sure the toilet was level but it has happened from day one.
