Downstairs Radiators not working when all upstairs Rads are on?

My problem seems to be pressure related, in that when all the upstairs Rads are on full the downstairs rads do not heat up, hawever when I turn off 2-3 upstairs Rad the downstairs Rads heat up no problems. - Oil fired Central Heating System - Wallstar Boiler
