Honda st1100 2001 ex police?

I switched on ignition and nothing was on the clock so I set the clock, switched off the ignition and the clock had returned to it's original position. Did this twice. Being an ex police bike I am expecting electrics to have been fiddled with to say the least. Any ideas would be gratefully received
