Mend Halstead Ace High Luke Warm Water

Luke warm water Halstead Ace High?

Last week we had intermittent hot water CH fine, we replaced the pcb board & still no change so we replaced the Diaphram, result water now on but only Luke warm even though the boiler has fired up!
Any ideas?
