Mend Palliser Adjust Lean Back

how can i adjust the lean back on my palliser rocker recliner?

when i sit in my rocker recliner in normal sitting position my chair tips back far enough that my feet come up off the floor.how can i adjust it so my feet will remain on the floor when i am not rocking or reclining in the chair?
