Touch lamps often contain an eloctrolytic capacitor. These dry out over time. You can restore function by replacing the capacitor - it needs to be soldered in, and the same way as it came out...

go to lowes or home depot and pick up a capacitive switching unit. it is mounted in the base of the lamp. just follow the wiring diagram supplied.
