Mend Vaillant Water Heater

How can I fix my vaillant water heater model 1630?

My vaillant water heater model 1630 is malfunctioning. The boiler comes on, but only provides very luke warm water. Could it be cal in the system and if so how to repair (I live in rural Spain)? Any helpful suggestions would be gratefully received.
