dual flush cistern weep?

Brand new dual flush cistern constantly weeps into troilet pan.

The water level in the cistern is not so high as to be entering the internal overflow so seepage must be via a poor seal between the silicon washer at the bottom of the flush and the cistern base.

there is no obvious debris between these surfaces

Any suggestions of how to achieve a perfect seal ?
