redring shower is it safe to use ?

think this could be switch or circuit board issue depending on model.if valve was stuck open it would pour water out switched on or off

Would think safe, sounds as if, water valve stuck open, could be blocked with grit or anything. Best to get it sorted.
As for the safety issue, the unit should be fully earthed, so any electrical problem would short to earth, and blow a fuse or your trip, Or rcd if fitted, before any danger to your self arose. Just valve stuck open I would think. Not ideal, Get it sorted, But do not be frightened by it.
