Mend Fiat Cinquecento Start Checked Starter

my poxy fiat cinquecento wont start?

i bought a 1993 fiat cinquecento and its stood for a while and it used 2 start but it doesnt now ive checked battery, starter motor, spark plugs, HT leads, fuses etc its turning over but it just wont start does any one know what it could be? ive been told i might need a coded key anybody got any ideas before i smash it up with a hammer??
