stator?

ok i replaced starter motor due to it going dead, i have a spark but engine wont start, i have fuel in carb at bottom, all i get is bendix trys to kick over, i took sparkplug out and kicked starter stator flys round alot easier its as if theres not inuff power to drive the starter(when sparkplug in it dosnt fly round has trouble so i think iam ok for compression)

i dont have a kickstart but getting 1

new starter relay
new battery
new variator
new sparkplug
iam just wondering wheter its the stator or the regulator
