tamper fault?

or,try a 12 bore with double o buck shot,then buy a decent panel,! problem solved !! :-)

Trace and correct the tamper and the lockout should clear,all devices on the system have their own tamper circuits,so there's an open circuit somewhere.

Unfortunately it won't tell you where so that's a job for an engineer,

Unless you have multimeter and know how and where to meter for low resistance?.
