2001 kingquad 300 suzuki carb. prob?

can't get gas to the carb, from the petcock, it died,
cleaned carb, gas come out of petcock, can't get gas to come thru the hose from the petcock, it is clear when i blow it out witn air, the block above the petcock is plastic, with 3 hoses coming from it one to carb, one to petcock, my guess is the other one is vac hose, is this plastic block a fuel filter?
