Mend Qualcast Elan 32

Qualcast Elan 32 Front wheels seized?

Hi I have a Qualcast Elan 32 and the front wheels have seized I have tried lubricating it with silicon and oil also I have drilled a small hole in the wheel centre to put the lubricant in. I have tried levering the wheel off whilst rotating it all to no avail Any suggestions please ? Thank you
