beko wma 510 s fails to fill with water?

My beko wma 510 s washing only partially fills with water.There is only about an inch of water going into the drum then the machine goes into its wash cycle which it completes without any more water going into the drum.
I disconnected the water inlet pipe on the washing machine side and removed and cleaned the water inlet filter reconnected it and still there is only one inch of water being sent to the drum then it goes into the wash cycle.Can you help lease
