Mend Countax D50LN Lawn Mower Starter Flywheel

Countax D50LN won't start ! The starter turns freely , then jams in flywhee?

Starter will turn freely when not in place but when it connects with flywheel it Jams .
Flywheel is turning slowly and can be turned by hand
So not seized . Has done less than 100 hrs .

Is this an OHV engine? Check the valve clearances - if they are loose, the compression release won't work, and the starter will have a really hard time turning it. Not that unlikely if the engine has done 100 hrs.

Obviously, check the battery is fully charged, also!.
