Mend Mountfield Empress Lawnmower Grass Cutting

which hole to insert governer rod on mountfield empress?

My lawnmower stalls when cutting moderately long grass and I think that the governor rod is inserted in the wrong hole so that the butterfly is not opening as it should when calling for more power. Any ideas.
