Potterton Netaheat mk2 central heat works but not water?

If I have the central heating and water on then it heats up the heating fine. But with only the water on it does not fire up at all.

the hot water pin is not being pushed forward onto the micro switch to turn the burner on. most likely a faulty diaphragm washer which pushes forward the pin or the diverter needs a service kit replacement
