what is wrong with my techwood 37" idtv with full hd?

Cannot seem to find whats wrong. When powered up the blue standby light comes on but within 10 seconds or so the blue and orange lights start flashing. I cannot get the tv to do anything else at all. I have tried replacing the av board with no success but there does seem to be a very quiet alarm from the psu board! Nothing is obviously wrong (bulges etc) all i get is the beeping!!! Please help me im going insane!!!
