Mend Kids D.Q Speed Fine Push

my mini 4 wheeler lacks speed?

I have a Kids D.Q. mini 4 wheeler runs fine but when you give it gas it doesn't have much speed until you push it. then it will start to build up speed. I'm guessing it's the clutch but don't know how to adjust it.
