Mend Mountfield 1230 Mower Lawn Throttle

Mountfield Empress over-revving?

My mower seems to be over-revving and the control lever has no effect other than to switch it off. During the time I have had the mower the control lever has never done more than does now in spite of showing a Tortoise and a Hare, indicating throttle control. Any advice welcome.
