Mend Flymo RL420 Broken Replacement Mechanism

Flymo RL420 recoil starter needs repair/replacement. Is it feasible?

Flymo RL420 recoil starter broken. How do I remove it, and where can I get a replacement? The mechanism seems to be fixed by rivets. Can I drill them out? Can't find anything about spares for this item.
