Mend Scotts 21995X8 Lawn Mower Pull Start Repair

why is the pull start cord on mower locking up?

I have a scotts mower model 21995X8. When you pull the start cord it locks up. If you give it a good yank while holding onto the handle real tight it will usually start. I am trying to determine what might be causing the problem and how to fix it.
