steering lock fault?

hi can any one help i have just had fitted at a garage a new clock spring(genuine renault part) ,all seems ok except
steering lock is not operating it appears to work when you remove keycard ie you can hear clunk click of the locking system operating but steering is not locked car is renault meganne 1.6 ,the garage were work was carried out are scrathing their heads ,i have had full service on car at same garage 2 days before clock spring fitted and car was running like a dream any help please
