Mend Royal PX110MX Position Stopped Working

How do I make my Royal PX110MX work in the forward position?

My Shredder stopped working last year (one year after purchase). It makes a lot of noise when paper is placed in it, but it does not pull the paper in. The reverse works fine. The CD/Credit Card cutter NEVER worked. What can I do to make it move forward and crosscut again?
