You don't say if it's the starter solenoid clicking - if so, then if all the connections are tight, either the battery is flat, or the solenoid is bad.

If the click is coming from the carb area, and the starter solenoid is NOT energising, then check that all the interlocks are REGISTERED as SAFE IE brake ON, cutters OFF. Check dash lights. If lights indicate a problem, check/adjust the relevant interlick switch, if lights OK, suspect the ignition switch, or a problem with the solenoid trigger wiring.
