Mend Cannon Oven Burner Thermostat

Cannon Chichester Model 10575G?

Main oven burner comes on but will not flare up when the oven thermostat is turned up. I have checked the burner valve and the solenoid is pulling in o.k. Is my problem the burner valve or the main oven thermostat?
