my moped is now very slow?

hello my piaggio nrg mc3 was running fine and doing around 55mph, recently my drive belt snapped, i bought another and since then it only does around 25 - 30 mph? its got a technigas exhaust, dyna 4.5gram rollers and dellorto carb, any help please?
