Mend Hayter 56 Lawn Mower Engine Throttle

Hayter 56 is reving really loudly?

Hello, recently purchased 2005 56, starts pefectly, as soon as you move the lever off of choke, the engine is reving really loudly like the throtle is jamed open? this happens on hare and tortoise setings any ideas what it could be please.
