Mend Dishwasher Repair Detergent

The dishwasher is not washing properly?

The soap container opens, but the soap just smears down the side of the door and the dishes aren't clean afterwards. There is no build-up of food. Any suggestions?

The soap should fully disolve into the water, so you do not have either or both:
1) not enough water in the dishwasher
2) no wash/motor action
