I had this problem too.
Front / rear brakes not balanced correctly. Fronts will test out okay on rolling road. Rears will test out okay on rolling road. BUT fronts are engaging before the rear ones do. Fronts will overheat and warp once they have run in (worse in summer).
Test:
Drive around with handbrake on first click and see if braking improves. I know this will always raise your brake pedal but if it also improves braking you've got this problem.
Solution:
Get rear drums adjusted. The auto adjusters can only compensate a little... so if there is a big ridge on the inside of the drums the auto adjusters won't compensate for the difference. Also, on mine, the brake shoes were resting on the back plates metal against metal with no grease... so grease was applied.
