JD L120 fuel not getting to carb?

Is there an actual fuel pump on this model? When I disconnected the fuel line, at the filter, there was gas in it. However, when I turned the starter no fuel came through the line.

Just past the fuel filter there is a round canister attached with 2 bolts to the side of the engine. What does this unit do? No fuel seems to be coming through the canister and on to the carburator. Any help would be greatly appreciated. Thanks in advance!

Had it completely tuned up last Spring so wasn't expecting any problems this year. Ran it about 2 months ago and it started okay then.
