It looks like you may have a corrupted application that wants to start.
When the dialog is open, enter the key combo: Ctrl + Shift + Esc.
This launch the task manager.
On the "Applications" tab, find the entry for the dialog, right click it and sellect "Go to the process". Should be the last item.
Take note of the highlighted process name. If you find it in the following steps, it's probably an indication of your problem application.
If you find a "svchost.exe" OUTSIDE of the system32 folder, you MUST suppress it. The one in system32 is the ONLY legitimate one.
You may need to start in safe mode. Just after the POST screen goes off, repeatly thap the F8 key. In the screen that will come up, sellect "Safe mode". You probably don't need network now.
Also, you may try holding the Ctrl key during the boot process untill you are at the working desktop. That prevent many application from starting automaticaly.
Check your Startup folder. You can safely remove everything it contains. Move everything to some other location.
Start -> Run...
Type "regedit"
Navigate to:
HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Run
From Files, export that key.
You can safely delete all values except ctfmon.exe and (by dafault)
Go down to "RunOnce" and leave only (by dafault)
navigate to:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run
Any value containing "IME" is related to various languages support. Keep them.
Keep any value related to your antivirus.
You can safely delete every other values here.
Make sure that RunOnce is empty.
Start -> Run
Type "services.msc /s" to start the services manager.
Check "Remote procedure call (RPC)".
Make sure it's running and set to start automaticaly.
On the Recuperation tab, set all 3 drop boxes to "Restart service"
Close all windows.
