How can I fix the demisters/heater in a 02 kia mentor?

I have an 02 1.6 Kia Mentor, which has recently had a new cylinder head and new timing /fan belts fitted. However, the interior heating system keeps blowing the fuse when switching on. Heat comes through when driving but there is no action from the blowers. I cannot see how to check if the blowers are blocked as I can,t seem to find how to get into it. Even tried stripping out the centre console. Thought it might be water pump but it is cooling the engine as normal. help anyone?
