My timer / controler does not not turn on the full cycle and the motor does not spin but it takes in water and drains water

Not seized, does turn, but stiff to turn the fan itself by hand.

Can you explain more when you say fan motors windings as I don't understand.

I've been looking for service/repair manual or wiring diagrams for this machine but have not been able to so far. Any ideas where I could find one online?
