My washing machine is not draining water out?

Hi,
My washing machine is not draining water out. The machine has stoped washing and the red light was blinking but there are still water on it. I turned it off and back on again after few minutes and the machine started again but still not draining the water. I put it on spin but it did not still drain the water. It looks to me like it has been blocked somewhere but i am not sure and i do not know what else to do. Thank you.
