IDL40 Under filling with water?

my IDL40 fills up but doesn't seem to fill up enough then it starts to prewash, then its stops and then you can smell the element in the dish washer overheating. It then starts to prewash again for 10-20 seconds then starts to drains and the prewash light (no1) starts flashing and the machine keeps draining for minutes until I switch it off I have just spent 4 hours checking the filters.checking for kinked pipes, tilted it back I have even took the impeler out to see if anything is blocking it please help me I don't know what to try next
