Mend CB24 Hot Heating Flow

how can i fix my cb24 boiler?

i cant get hot water without my central heating being fired up is it possible could be the flow switch.
i am a mechanic and when a problem on a vehicle could have 2 or 3 different reasons for not working i start with the cheapest option so thats why i am asking about flow switch as a lot cheaper than diverter valve
