difficult with intermittant faultyou have changed the chamber so that has taken that out the equation...if definetely just the 1 wheel ,are the pads free in the caliper ,you can take them out and put back in without using a hammer??? check hoses to make sure no kinks or hose has collapsed internally.also make sure all exhaust ports are clean ,as if the air cant exhaust quickly then you would have a bind ...since both 2nd steer wheels brakes are fed from an empty load valve ,which first goes in to port 1 of the ABS valves,then port 2 to the chamber ,is the ABS valve possibly passing air...though if it did it would also signal the relay valve which would also feed the first axle brake to also come on ...also if the relay valve for that wheel on the 1st backfed that could also cause the 2nd wheel to bind ...sorry its a bit long winded..so make sure pads are free, all hoses ok ,exhaust ports ok ..if you can get it to bind then undo pipes to see what valve is passing air...last bit ,the hub bearings are ok ??
