Oil Leak?

I have acquired a EP414 Lawn King petrol mower with a plastic base. it has a severe oil leak coming from behind the exhaust block. There is a small cover with a gasket covering two spring covered valves, is this a likely place for the leak. Could the engine be started without the exhaust fitted so its more simple to see where the leak may be?
