Mend Hotpoint CTDOO Aquarius Starts

hotpoint aquarius CTDOO dryer will not turn?

when the dryer is turned on the drum will not turn and makes a buzzing noise and starts smelling like its burning. (belt is still on dryer)

can i fix it D.I.Y style or do i need to get someone out? if i can fix it myself what do you suggest is wrong with it and how to fix it .
